Work your way to the back of the safari zone AKA the secret house.
To get Surf in Pokemon FireRed, you must make it all the way to the house at the very end of the Safari Zone in Fuchsia City. You will then receive it as a prize. On a side note, near the house at the end of the Safari Zone you can find the Warden's gold teeth and return them to him for the HM Strengh.
