Go to fuschia city and find the safari zone now there are four areas in the safari zone the central area(where you start) Area 1, Area 2, Area 3. Now make your way to area 2 if you don't know where that is then when your in the central area head northeast you will enter Area 1 now go north and then west and now your in Area 2 now in area 2 go north and west then south and you will enter area 3 but you will notice an item below you press A on it and its gold teeth now go west and theres a house go in talk to the guy and he gives you HM surf now leave the safari zone after catching some Pokemon then go to the fuschia city Pokemon center. When you get there go right and theres two houses one with a mailbox nearby and one without one go inside the house that has the mailbox and in there is the warden give him the teeth and he will give you HM strength.
