If you look every day, the cave will sometimes dry up and there will be these odd white piles of something on the floor (lol...) - this is shoal salt.
spheal is in shoal cave, which is above mossdeep city. the cave can either be flooded or dry depending on the time of day. i think all you need is surf. hope this helps!
There is a system of tides in shoal cave. Every six hours, the tides change form high to low. Only in low tide can you access the lower rooms. If you are playing on a VBA, I suggest that you activate the Real Time Clock function in the Options menu.

You can't drain the water, but you'll have to wait for its tide. On high tide, the water floods the cave. For low tide, the cave is dry. It all depends on luck whether its high or low tide

Low tide in Shoal Cave happens every 6 hours in Pokémon Ruby, Sapphire and Emerald. If it is not working for you then your internal battery may have run dry.
Shoal cave is above Mossdeep city.. It can be dry or flooded depending on the time and tides... there is an old man inside the cave who will ask you to get 4 shoal salts and 4 shoal shells.. during high tide(when cave is flooded) you can get the shells. during low tide (when cave is dry) you can get the salt.. bring these to the old man to get your shoal bell

Go inside Shoal Cave when your in there you should notice the cave is either full of water or it's really dry. When it's dry it's low tide season, when it's full of water it's high tide seaon.
Plant them in the soil where you picked them and water them. If they dont grow then maybe your internal battery has run dry (this means clock based events like shoal cave tide and plants wont grow)
During low-tide. I usually go in there through 12:00 AM- 11:59 AM for low-tide. and as for high-tide i go in at 12:00 PM- 11:59 PM. I hope this helps.
