'Targeting' a player is not something that's ever been considered before in Yu-Gi-Oh, until Mystical Refpanel was released.
From the rulings on Mystical Refpanel, a card that targets a player will do the following;
Increase 1 player's life points,
Inflict Direct Damage to 1 player's life points,
Allow 1 player to draw a card or cards from their deck,
Cause 1 player to discard a card from hand,
Modify the actions 1 player can take.
So cards that target will include Upstart Goblin, Into the Void, Pot of Greed, Mesmeric Control and Allure of Darkness.
Cards like Lightning Vortex, Monster Reborn, etc, do not consider to target a player. Mystical Refpanel could not be used, for example, to allow the opponent to switch whose monsters are destroyed, or who gets the summoned monster.
Since targeting a player is only mentioned in the context of Mystical Refpanel, it should be noted that a card effect that does one of the listed effects, but does something else too, cannot be altered with Mystical Refpanel. So it cannot affect Solar Recharge.
yes you can. If you look in the spell book, once you reach level 74 you can teleother your target to lumbridge, and later on falador and camelot. When another player chooses a player as their target that person will be sent to where ever the spell caster has chosen. I have seen people do this to other players before, as well as had it done to me.
Quick-play Spell cards are Spell Speed 2, so are the same speed as all Trap cards except for Counter Trap cards which are Spell Speed 3.
No, it can never do that. It has an Ignition Effect (spell speed 1) and can only target face-up cards. So that means it can't do anything to those cards while they are face-down, and when they do activate, Alector can't chain his effect to them. Basically his effect is used against active Continuous Spell cards, as well as Field Spells and Equip Spells.
Depends on the field spell. Inherently, Armityle has no effect that says he is immune to the effect of field spell cards.

"The Winged Dragon of Ra" and the rest of the Egyptian God Cards do not have offical rules pertaining to them, but it is generally accepted that Spell, Trap and Monster effects cannot target God Cards. So cards like "Smashing Ground", "Mirror Force" and "Torrential Tribute" would be able to destroy God Cards. "Sakuretsu Armor", "Rageki Break", "Exiled Force" and other cards that target a specific monster would not be able to target a God Card.
