Pikachu is much stronger. Rattata is one of the weaker Pokemon in the game. Pikachu, on the other hand, is one of the better Pokemon in the game. Pikachu will also learn better moves.

I am not sure if there compatible but who ever his the female Pokemon the baby will be the preevolution of that Pokemon unless it doesn't have a preevolution and it will have the fathers TM moves as long as the baby can learn those moves.
