You can't teach Scyther any steel type moves, you have to evolve it by trading it while it is holding the metal coat. When it evolves into Scizor, that is when it can learn steel moves. It learns metal claw at level 21, iron defense at level 37, and iron head at level 53.
Ice type Pokemon in Pokemon Pearl are weak to fighting type moves, rock type moves steel type moves and fire type moves. This has not changed since the first generation (Pokemon Red and Blue/Green) when the steel type did not exist.
Lucario- Fighting and Steel type. Lucario can learn moves of every type except for Grass and Flying type moves. However, Lucario's most powerful moves are Fighting Type so it is good to use Flying, Ghost, Poison, Psychic or Bug Types. As for what moves you should use, Fire, Fighting and Ground Type moves are all super effective.
OK, Dialga is a steel and dragon type. Moves super-effective against steel types are Fighting, Ground and Fire. However, you can cross off fire as Dialga is dragon type so fire type moves are regularly effective. Dragon and Ice type moves are super-effective against Dragon types but as Dialga is a Steel type, both of these moves become regularly effective. So only Fighting and Ground type moves are super-effective. Dialga can learn Roar of Time, Draco Meteor, Outrage, Thunder and Fire Blast so don't use Dragon, Water, Flying, Grass, Bug, Steel or Ice types unless you know what the Dialga knows.
absolutley not
