This most likely a matter of opinion, but I put it like this
1. Cyndaquill, because Fire Pokemon arent that easy to come by and since you play Soul Silver Typloshion is probably the most powerful fire type in you'll get
2. Totodile, Because you will always have to catch a Water Pokemon anyway Feraligatr is both powerful and cool
3. Chikorita, Because Grass types arent that useful, but it is cool.
