after you beat red on Mt. Silver go to Professer Oak and get one of the Kanto starters. then goto Mr. Pokemon GO get a red/blue orb, then go to the embedded tower to get Groudon/Kyogre, then finally go to Silph co. and talk to Stephen. He will ask you to choose one of three stones.
