You need to have gone to the power plant, talked to the boss then go to cerulean city gym. a rocket grunt will come out and run to the golden bridge. follow him, beat him and he will tell you the machine part is in the life rings in the gym (Top left pile). once you have that, take it to the power plant. once given to the boss, misty will be at the pier of route 25. go there and she'll be there with a date. you will spoil it and she will go back to the gym to wait for you.
If suicune is there i think you may have to catch/beat it first and judging by the fact she was watching the sun may mean she's there in the late afternoon.
PS if you beat suicune, you can try again at the burned tower.
