Yes, there will be 16 Badges that you can get in Pokémon HeartGold and SoulSilver.
After you have the 17th badge go to Cinnabar Island and walk up te stairs. when your up there talk to the guy there (Blue is his name, but you'll know that it's Gary) and he will go back to his gym in Pallet Town.
