Account management can be found on the RuneScape website. To access it, either login via the "login" panel on the upper-right corner of the page, or scroll to the bottom of the website and select an option listed under "Account". It cannot be accessed in-game.
That's the sweet part of runescape by adding that now it would be harder to hack your account. But otherwise you log in in as your original account to get on to runescape.
