There are many things you can do after defeating the Pokemon League. Here's a list of things you could do:
1. Right after you defeat the Pokemon League, go downstairs and you will find your dad, Norman. He will give you the S.S. Ticket, the ferry ticket required to board the S.S. Tidal ship in Slateport. Go to Slateport, board the S.S. Tidal, and you will be taken to the Battle Tower for the first time. 2. Go to Lilycove City and visit the Pokemon Fan Club. You will have a lot of fans there. To get more fans, you have to achieve other important goals in the game (I can't recall these goals, so you'll have to find them out on your own). (**To get more fans, you must defeat trainers via link cable battles**)
3. Surf to Route 131 (to the right of Pacifidlog Town) and find a hidden island that contains a tower called the Sky Pillar. Bring your Mach Bike for this, because you'll have to guide the bike over unstable flooring inside the Pillar. And also bring a bunch of Ultra Balls, or your Master Ball if you still have it, because at the top of the tower you can catch a Level 70 Rayquaza, and it's pretty hard to catch. 4. Check Hoenn's TVs often, because occasionally there will be a Closeout Sale at the Lilycove Department Store (when a Closeout Sale occurs, go to the Rooftop Plaza of the Department Store and a guy will sell you exclusive and rare decorations for your Secret Base). 5. Go to Steven's (the Pokemon League Champion) house and you will receive a Beldum (Beldum evolves into Metang at Level 20, and then into Metagross at Level 45). 6. Search through the tall grasses and waters of Hoenn often and you will have a slight chance of encountering the Legendary Latias. Once you encounter it for the first time, you can track it in your Pokedex. Whenever you do encounter it, it will attempt to run away at the first chance it gets, so use moves like Block and Mean Look and send out Pokemon that have Abilities like Shadow Tag and Arena Trap to prevent escape. Latias will be at Level 40.

There are Contests, completing the Pokedex, Latios is roaming the wild (Latias if you have Sapphire) and of course you can migrate your Pokemon to Diamond, Pearl or Platinum and start an entirely new game. Hope this helps! :D

The NPC that represents an actual developer from Game Freak the creators of Pokemon give the player a Diploma item. The Diploma is an in-game certificate congratulating the player for completing the Pokedex. In Pokemon Sapphire onwards you can receive two Diplomas, one for completing the Regional Pokedex and another for completing the National Pokedex.
