In (Fire)Red/Blue/Green/Yellow, it is Bulbasaur. Charmander is powerful, especially when it grows into Charizard, and Squirtle/Blastoise is very versatile and durable.
In Gold/Silver/Crystal, all of the starters are pretty terrible. They are the worst of any Pokemon game. But the worst one is Chikorita. Totodile may be slow and weak with Special moves, but it at least has high Attack. And Cyndaquil is mediocre all around and only has okay Speed. Most of the moves the Johto starters learn in Generation II are pretty terrible, though.
In Ruby/Sapphire/Emerald, it is Treecko, though Mudkip is pretty bad, too. Treecko/Sceptile only has high Speed and that's it. It doesn't even learn any decent moves. Mudkip/Swampert is pretty bad, too. It only has Defense, but at least it is only weak to Grass moves, being a Ground/Water type. It doesn't learn anything good without heavy TM use, however. Blaziken is one of the best starters of any game, as it has great stats and learns powerful moves without having to use TMs.
In Diamond/Pearl/Platinum, it is Piplup. Chimchar is sort of a weaker version of Torchic/Blaziken, and Turtwig eventually becomes powerful, making it the best Grass starter of any game.
In Black/2/White/2, it is Tepig, which like Chimchar, is really just an less-useful Torchic clone. Snivy isn't all that great, but it has good speed when it fully evolves.
In X & Y, the starters are more balanced than in other games, but the worst one is Fennekin. Chespin is only mediocre, as well. In any generation, quadripeds (like Bulbasaur, Chikorita or Fennekin) are almost always bad.
The ranking for the first four generation's final-form starters would be:
BEST
Blaziken (best), all around good stats and moves,
Samurott, powerful with good moves,
Torterra, the strongest Grass starter of any generation,
Infernape, good but not as good as Blaziken.
GOOD
Charizard, strong but is weakened by its Flying type,
Blastoise, durable but not the best offensively,
Emboar, not as good as Blaziken or Infernape.
MEDIOCRE
Empoleon, tough and almost has a third type (Flying),
Serperior, all-around mediocre,
Feraligatr, slow, weak moves (without TMs), and only has good Attack power,
Typhlosion, bad moves (without TMs), and only has good Speed,
BAD
Venusaur, only good for its Defense, Special Defense, and Sleep Powder.
Marshtomp, is very slow and Quagsire or Whiscash can replace it.
Sceptile, only has good Speed and is bad at everything else.
Meganium (worst), only useful Defensively.
There is no "worst" starter, it's all about your personal preference. They are all good starters. The most challenging is turtwig.

No matter what game of Pokemon you play to get all the starters you have to trade with the other versions.
It all depends on what your tastes are, and if you're planning for the long term. For example, some starters may easily overcome early opponents, but struggle with others. My advice? Go with your tastes, not what others say.

Starters are intended to be rare, one-of-a-kind Pokemon. That's not to say there hasn't been a main series Pokemon game that has allowed you to get all of the starters, though - in Pokemon Yellow, you could get all three starters available at the time.

Sorry, but the only way to get all the starters from Pokemon Crystal to Fire Red or to Pokemon Emerald is to get a gameshark and do it from there.
