The kimono girls should be in Johto's Ecruteak city in the dance tent.Directions, start from the pkmn center, and go to the building behind it.

Outside Violet City
In the Ilex Forest
In the Ecruteak Dance Theater (see above for location, this is also how you get Surf)
During the Rocket Takeover of the Radio Tower in Goldenrod City, in the Goldenrod Tunnel/Underground
In the Ice Path
Then, after beating Clair, return home and talk to Professor Elm. He'll give you the Master Ball and tell you to visit the Ecruteak Dance Hall, in which all five Kimono Girls will be waiting to defeat you. After that, they can be found in the Whirl Islands, in Lugia's Cave. This is where you will battle Lugia. After that, I think they return to their Dance Theater, but I have not looked.
