in Pokemon Heartgold you go to the top of the bell tower (make sure you have the ecruteak gym badge and the rainbow wing) and the kimono girls will do a special dance and Ho-oh will come.
Go through the game, beat the eight gyms, talk to Elm, go to Ecruteak and into the dance theater, the Girls will fight you in a row with the five original Eeveelutions. It starts with Umbreon, then Espeon, etc. The Pokemon are all somehwere between levels 40-45, I think all the Pokemon are 41 but I'm not sure.
To get Ho-Oh in Pokemon HeartGold, beat the eighth Gym Leader, Claire, who is a Dragon-type trainer. Then, go to New Bark Town and talk to Professor Elm. He will tell you the Kimono Girls want to see you in Ecruteak City. Go to Ecruteak City and go to the Ecruteak Dance Theater. You will meet the five Kimono Girls, who will battle you one-by-one (they have Vaporeon, Jolteon, Umbreon, Flareon, Espeon, not in that order, I think). After battling all five, the Kimono Girls will give you the Clear Bell (the second item needed to summon Ho-Oh, the other is the Rainbow Wing, which you should have already). Then, the building will shake and the Kimono Girl's little sister will tell them to go to the Bell Tower. The Kimono Girls will leave. Go to the Bell Tower, make your way to the top (its easy once you figure it out), and you will see the five Kimono Girls there. They will use your Rainbow Wing and Clear Bell to summon Ho-Oh, and you will have the opportunity to battle it. I recommend saving the Master Ball Professor Elm gives you when you talk to him (forgot to mention that) for catching Ho-Oh, which is pretty much the reason he gives it to you.
Make sure you have spoken to Prof Elm and got your Pokemon, and make sure you have talked to your mum.

defeat the 5 kimono girls in the dance theatre in ecruteak city they give you a bell go to the whirl island (there are 4 or 5 i think so make sure you find the right cave) get through the cave and the kimono girls will be there there is a little scene then you battle lugia.

No, you catch Ho-Oh/Lugia after you defeat the eight gym leader, you receive a master ball from Prof. Elm and your firend (Ethan/Lyra) will tell you to go to Ecruteak city to battle the Kimono Girls, after you beat them, in heartgold you go to the Tower in that city (Ectruteak) and climb to the top, Ho-Oh will be there. In Soulsilver after you beat the Kimono Girls go to whirl islands, and make your way to Lugia.
Actually you just need to make sure you have Pokemon that are strong against Vaporeon, Jolteon, Espeon, Umbreon, & Flareon. It doesn't matter the lvl as long as you are 35 and up you will be fine I did this all with lvl 32 to 45 Pokemon.
After you beat the 8th gym, professor elm calls you and says kimono girls are looking for you. fly to ecruteak city and go into the dance studio and you battle each of them. make sure your Pokemon are healed before though, because you have to battle them all in a row.

if you are playin Pokemon heartgold then yes after u get the rainbow wing from the director of the radio tower the kimono girls in ecruteak city will call u and battle u and then ho-oh will come back.go to bell tower and get it! if u make it faint its gone forever............it will not return :P
