If you are good at catching legendaries, then you would need at least 10 but 15 would be safe. If you are not good at catching legendaries, then I would get 25 ultra balls.
Before you battle, make sure you safe because if you kill the articuno it won't come back. attack the Articuno until it has low HP. Then use a move that puts it to sleep or parlyzes it. This will increase your chances of catching it.

I would get a Pokemon with the move false swipe (e.g. Gallade,Sceptile etc) and also carry a lot of Ultra balls with you to increase your chances of catching Pokemon.

Well... In FireRed and LeafGreen, you cannot actually catch Regice without using cheats. The only way to legitimately catch Regice is to have Sapphire, Ruby, or Emerald. In one of those games, you need to have a Wailord and Relicanth. You also need to know how to read Braille. You follow the instructions in the underwater cave southwest of Sootopolis. Then you simply go west of Petalburg, surf westward until you reach a cave. Inside, you follow the instructions and it opens up the path to Regice. It is at level 40 and is an Ice type, so be prepared. As it is a lengendary, it is significantly harder to catch than most pokemon, so bring a lot of ultra balls. I recommend putting it to sleep.
Well after you unlock the doors to the chamber, you either fire ultra balls at it or if u can find a luxury ball use that. it is easier with a luxury ball. I was really lucky. I caught it with my one and only thrown ultra ball. dont get your hopes up that you will because it is insanely hard. bring a bunch of ultra balls. i brought 91 and left the cave, with regice, and 90 ultra balls.Go in the island cave then use Fly in the middle.
A master or ultra ball is good.
