What are some good moves for a Pokemon team with Empoleon Lucario Garchomp Dragonite flygon pidgeot?

To start, your team is too weak to Dragon and Ice, I suggest changing Flygon with a Venosaur to have a better type coverage.
A good moveset to make Emploeon the lead of your team would be Stealth Rock/ Surf/ Ice Beam/ Grass Knot, you should also make it hold a Petaya Berry.

Too many Dragon and ground types. A balanced team: Nidoking, Milotic, Tyranitar, Espeon, Glaceon, Lucario. Nidoking, Tyranitar, and Espeon can learn good TM attacks. T-Tar can learn Fire blast, thunder and a bunch of others. Lapras actually works better than Milotic though. You can also switch out the Lucario for Dialga.
