Hey mate the Pokemon Bulbasaur learns sweet scent on level 25 or Ivysaur learns it on level 29. Also if you get an Oddish off someones Fire Red it learns it on level 7, and Bellsprout learns it on level 30, Weepinbell also learns sweet scent on level 33.
