u beat the elite 4 and your starter Pokemon has to be bulbasur and he just runs wild in kanto...so u catch him anywhere { i caught mine outside of pewter city }
For LeafGreen/FireRed, the starter you pick also determines which ledgendary Johto
beast roams Kanto. Squitle gets Raikou, Charmander gets Suicune and
Bulbasaur gets Entei.
