when u get action replay there will be a code called azareus in the event modifier folder. click on it and start the game as usuall. when u have done that then u will have to stand outside a Pokemon mall (the shop) and hold L and R when you enter. there will be a green man standing by the counter who givesyou an azure Flute. go to spear pillar (where you caught dialga) and blow your flute. where the staircase used to be there will be a MASSIVE staircase. SAVE THE GAME before you go to the top so you can re-battle arceus if you fail to catch it. climb the staircase and there will be an ! above your head. you walk up to arceus and you battle it at lv 80. hope i helped!
