the Shivering Isle is in the game of the year edition, although you have to unlock it by finding the lost orb of shivering kings. this will unlock the island when you bring it to either the King of Tamriel. you can change events on the Island by giving the Orb to either the King or The Head of theives guild.
a marker on your map appears, its southeast of the imperial city. it should be on a small island, and you should be able to find you way from there its not right there, but its down the river, SW of the imperial city. ------------ it's in the middle of niben bay and it will only be there if you have the expansion pack. also, once you've installed it, a pop-up should appear after a while of playing, putting a marker on your map, showing you where it is ------------ These 2 are correct, but you have to have the shivering isles expansion pack.
I know this is a double post, but it's so I can explain my question better. I have researched my question and all I can find are people who have the same problem and never had it resolved. I was excited when my friend gave me his harddrive for my arcade so I could play the Oblivion expansions. I had already beaten the rest of the game and have a level 31 character. I installed all the content from disk 2, then tried to play my game. On the main menu it says "loading extra content." When I play the game there is no prophet in Anvil and the Shivering Isles quest never comes up after 24-48 hours. I have tried 4 times reinstalling the package. I tried putting all the Oblivion files onto the harddrive. I even started a new character. None of it works. It is worth noting that I am NOT connected to xbox live and never have been. But shouldn't the expansions still play? In the instructions it clearly says that you can play the expansions on a new or existing character. It says nothing about needing xbox live. Has anyone solved this problem?

You can start the Shivering Isles questline by going to the island in the middle of the Niben Bay. The Knights of the Nine can be started by going to Anvil and speaking to the Prophet.
Depends which you prefer. Both have the full Oblivion game. The GOTY edition comes with the two official expansions, Knights of the Nine and Shivering Isles, which add new items and places. You also get a paper map. The Collector's edition comes with some collector items - a coin, a guide to the continent of Tamriel, a behind the scenes DVD. If the collector items appeal to you most, then get the Collector's edition, and then pick up Shivering Isles at the least, you should be able to find it cheap. If you don't care about the collectables, then go for the GOTY edition.
