Why won't my Shivering Isles and Knights of the Nine load on my Oblivion game for xbox 360?

I know this is a double post, but it's so I can explain my question better. I have researched my question and all I can find are people who have the same problem and never had it resolved. I was excited when my friend gave me his harddrive for my arcade so I could play the Oblivion expansions. I had already beaten the rest of the game and have a level 31 character. I installed all the content from disk 2, then tried to play my game. On the main menu it says "loading extra content."
When I play the game there is no prophet in Anvil and the Shivering Isles quest never comes up after 24-48 hours. I have tried 4 times reinstalling the package. I tried putting all the Oblivion files onto the harddrive. I even started a new character. None of it works.
It is worth noting that I am NOT connected to xbox live and never have been. But shouldn't the expansions still play? In the instructions it clearly says that you can play the expansions on a new or existing character. It says nothing about needing xbox live. Has anyone solved this problem?

there is no nine and eight island.. however there is a piece of in-game text for 8 & 9 island... you can only get there by action replay or game shark though... look on bulbapedia and type in firered and leaf green (game) and then click around on sevii isles it will tell u about them. to get to bulbapedia go on google and type bulbapedia in. simple!

Do you mean expansions? If so, there is currently two and there probably won't be any more. They are "The Shivering Isles" and "The Knights of the Nine". They're both great by the way, especially Shivering Isles.
