Yes, there is the normal spell card 'Lightning Vortex'. The only difference between that and Raigeki is that it requires you to discard a card to activate it.
Can dark illusion stop the effect of raigeki break?
Since dark illusion is a monster card it is destroyed by raigeki without it's effect coming into play.Same as if a face down effect monster were to be destroyed by raigeki the effect of the card could not be used so any face down effect cards or any effect cards on your side of the field are rendered useless.

If your opponent uses Raigeki Break to destroy your monster and you use Icarus Attack on that selected monster and destroy 2 cards on his side of the field would Raigeki Break still resolves?
It will 'resolve without effect' because its target has gone.

Why is Black Hole in Yu-Gi-Oh banned?
Dark Hole was banned because it provided great Field Advantage capabilities. Having no drawbacks, except the fact that your own monsters were destroyed as well, Dark Hole could wipe out your opponent's entire field. Initially, Konami decided to limit this card, but they quickly observed players who were able to draw it on the first turn and activate it, clearing the field without any drawbacks (they could activate it before they Summoned). They realized that Dark Hole was essentially a downgraded Raigeki and moved it to the Forbidden List.
