Quagsire can be good, if used properly with the right move set. It has only 2 cons for it, but follows with some great pros. One con is its a very slow water type, the other being it's X4 weakness to grass. But one pro it has is that electric types like say Luxray, won't hurt it. Another good feature is that its physical defense and attack are high, with its HP. I'd recommend the following move sets for Gen 4 games if you get one: (first one is for helping edge, other is for total destruction)
1)1. Surf (to fend itself) 2. Swagger (it has the confusion sWaG) 3. Toxic (give pain with 4) 4. Substitute (to give it an edge)
2)1. Waterfall (Physical water move) 2. Earthquake (did I mention total destruction?) 3. Rain Dance (+power for waterfall) 4. Sandstorm (or Toxic).
This should keep you set for Gen 4, and maybe 5, 2, and 3?

You can find quagsire or wooper in some areas. Quagsire can be sometimes found in Mt. Silver. Quagsire is part ground and part water.
Well actually , Quagsire doesn't evolve. Quagsire's the evolved form of Wooper. Wooper evolves at lv. 20. Otherwise just use a water stone. Hope I helped!
