Because there are some moves that it can only learn in it's current stage or just moves that it learns quicker in it's current stage. And of course becaue some people just like their original Pokemon better. :)
It doesn't. Pikachu learns all the moves when you evolve it it will stop learning moves.
There is a way to stop Pokemon from evolving. You let the Pokemon hold a certain stone.

Because your Pokemon are still in the daycare. If the two like each other, they will keep making eggs. Take them out of the daycare if you do not want any more eggs. If you do not, they will not stop.

Pokemon stop learning moves after stone evolution there are a few (very few!) exeptions but this isn't one
See if there is a person that will look at your Pokemon and tell its happiness if there isn't a person in the game that doesn that teach the Pokemon Return keep using it until when it uses the moves it almost doesn't stop moving that is when your Pokemon is the happiest.
