I don't think so cause Pokemon usually stop learning moves in the 60's levels
You can't teach Scyther any steel type moves, you have to evolve it by trading it while it is holding the metal coat. When it evolves into Scizor, that is when it can learn steel moves. It learns metal claw at level 21, iron defense at level 37, and iron head at level 53.

The best time to evolve Staryu is to decide what moves you want it to have and see if it can learn any of them from leveling. Once the Staryu has the exact moves you want it to have as a Starmie, then is a good time to evolve it.

You cannot evolve it unless you have a moonstone. :) I suggest that you wait to level 50 because it will learn its best moves by then.
first to get zwelious you need to evolve adieno a level 50 then get zwelious to level 64 then it will evolve in to hydria it takes a long time to evolve but it is worthit to do it couse it can learn loads of moves

*Lotad* evolves at level 14 into a Lombre. Using a water stone on a Lombre makes it evolve into Ludicolo. Don't evolve Lombre until it has some good moves, because after it evolves it doesn't naturally learn any more moves.

All you do is use a Fire Stone and it will evolve, regardless of its level.It's best to evolve Vulpix at a higher level because it may learn moves faster as a Vulpix than a Ninetales so you shouldn't evolve it at like level 4 or something...
