I'm sorry but you can't rob somebodies house on the Sims 2 you can on the Sims 3 but no not on the Sims 2.
You could move the house with the family in it to the houses bin then put the house in a new town but if you do this the family cannot move out of that house whilst in the new town. hope that helped

you see the the blue circle menu on the bottom left hand side find a button that has a roof on it then click on it while your building a house now you can put flooring and other stuff on top of the first floor

The easy way is to upload your house to the sims 2.com. Then simply download it and put it where you want it. You could also package the lot.
Sims 2 is not a requirement for Sims 3.
