I'm pretty sure you can only get a limo if you have sims 3 late night expansion pack. so if you already have that then you need to become famous. you can use the cheat* or you can do it the hard way. so once you become famous you need to get rid of all of your cars, then ask your sim to go to the destination you would like and insted of taking a taxi, it should take a limo! XD coolies
*the cheat is testingcheatenabled true and what you do is greet a celebrity and and then on your friend list pull the green/red bar all the way to the right. do this with a few celebrities until you reach about a 3 or 4 star celebrity!
