For the legendary dogs you need to go to Ecruteak City and enter the Burned Tower, once you approach them they will run off and you will have to go find them in the wild. For Ho-Oh you need to obtain the Rainbow feather (which you get in Golden rod, after defeating team rocket at the radio tower) and he will be at the top of the tin tower (near the burnt tower in ecruteak). For Luigia you need the Silver feather (which you get from the old man in Pewter City) then Lugia will be located in the top right cave of the wirl islands (which means someone needs to know whirpool) and then there should be a ladder at the the top right, go to it, then go to the next ladder which you find if you go down a few paces, then left, you should enter a room with a giant water fall decline down it it and enter into the cave on your left, lugia should be swimming Mewtwo, i think should be in the Cerulean cave (now this would be in kanto/ not hoenn/ region) I have not played for a while but i am quite sure these are the places
