There is no particular way to force it to come, otherwise it wouldn't be a RANDOM event, just level up your skills, do fishing or something and it will come when it wants to.

Once you kill the pheasant and bring it to him, you will be reward with a piece of the Lederhosen outfit. Those random events are random - you can't control what event you get, or when. Some say that getting a lot of experience will improve your chances of getting some random event, though, but I am not sure about this.
