There would usually be an event in a local store such as Toys 'R' Us or GameStop.

There is an event taking place from August 3rd, 2009, to September 23rd, 2009. The Member's Card is available via Wi-Fi, and you cannot get the Member's Card if you already have a Darkrai.

First, go to a Nintendo Event. Because of the "Wonder Spots" that act similar to normal Nintendo DS's, once you get to the main screen (which should have your file and stuff), the mystery gift option should be there. This will download a Wonder Card to your Nintendo DS, which makes a man in green appear in every Poke Mart. Talk to him, and you will receive your Member's Card (or whatever the event gave you).
