In Pokemon firered you can't, but in Pokemon leafgreen you can get it then trade it to Pokemon firered.

If you are referring to Staryu, you can catch them in Pallet Town, Vermillion City, One Island, and Five Island by fishing using the Super Rod. Starmie can only be obtained by evolving Staryu.
You can't, because it's not available in that game. However, you can trade one from Ruby, Sapphire, Emerald, or LeafGreen.
Staryu are rare in the Pokemon games. To catch one, you must go to Vermilion City and use a super rod in some water. At first, all you'll get is lv. 18-21 Gyrados or lv. 20 krabby, but it's there.
