It's been a while since i played the game so i won't remember the names of every little thing...
you need waterfall and surf...i forgot what it's name is but the Meteor Falls of the game go up the waterfall and find a witch and trade a dragon feather for a dragon egg....now go back to the temple where the scientist stole the egg from and put the dragon egg on the shrine...a passage way will open and you have the star jewel :)
The star jewel's not that important all it does is hatch the egg and lets you catch/battle the newborn JIRACHI of the game...after you catch it the scientist just grumbles about his loss :p
