it is simple really, just go to the city near it (forgot what one, but it is to do with snow) and just beat gym leader, then they will go (i found part of this by a thing called trial and error)

The doors that were once locked are now unlocked. After that you have to battle Cyrus, the leader of Team Galactic, at the back of the building. Then you set the 3 legendary lake Pokemon free. THEN you go to the top of Mt. Coronet, where you save the world. After that the man blocking your way to Sunyshore shouldn't be there anymore.
