it is simple really, just go to the city near it (forgot what one, but it is to do with snow) and just beat gym leader, then they will go (i found part of this by a thing called trial and error)

After you beat him, he drops the Warehouse Key. Then you can go deeper into the warehouse.

Go to Lake Verity. When you enter, Prof. Rowan will be there next to a Galactic Grunt. He'll say to go help Dawn/ the dude (I don't know his name. Sorry.) Anyway, you'll have to get passed 4 Grunts then commander Mars should be there. Defeat her and go to Acuity Lake and she will be there.
