Grimer will evolve into Muk if you throw 3 Pester Balls at it. Even the first and second Grimer can evolve if you manage to hit 3 pester balls at them, but are far away and wont give a good shot anyway.
If you take a picture of the first Grimer, another (3rd) one will appear in the next room, just below the opening. If you take a picture of the second Grimer, another (4th) will appear in the next room on the left side, sitting on a rock.
The 3rd Grimer/Muk is your best bet (and probably the only one) that can give a size of 1000. You can get a special pose of 1150 if you take a picture of Grimer getting hit from a Pester Ball. Otherwise you can get a 1000 pose if Grimer/Muk is facing you, or if Muk is hit by a Pester Ball.
4000 is the highest score possible for Muk, 1000 for pose+size and x2 for technique.
4300 for Grimer, with 1000 size and 1150 pose, with 2x technique.
