actually you can wait till Wednesday go to mount silver use the hoenn sound to catch a party of linoones then just battle Pokemon and they usually pick up rare candies. you need to go to mount silver because the higher the level the greater possibility of getting rare candies is
There is one rare candy in soul silver, but there is a cool trick. Catch a Shuckle and give it an oran berry. Don't check for a long time. The oran berry will turn into berry juice (restores 20 HP) and the berry juice will turn into a rare candy after awhile.
Another way is to buy an action replay and get 999 rare candies.
P.S. Rare Candies dont raise the stats as much as normal training,
