to get kingdra you need a seadra and a dragon scale.to get a dragon scale must you caght a seadra.but it´s very hard. it´s 5% chance to you seadra hold a dragon scale . use quickballs it be easer then.

In the Game Pokemon Light Platinum i recommend to catch a Carvanha, (Manfarny Lake) and trade it with the Sailor in Seanport City. After you trade your Carvanha, Seadra will evolve to Kingdra.
