Sorry don't have Pokemon Silver. And i am pretty sure there are only 8 gym leaders. Update: There are technically 16 gym leaders. Once you beat the main 8 in Johto, you're allowed to go to Kanto to defeat the Elite Four -- while you're there, you can access 8 bonus gym leaders to get the 8 Kanto badges. However, there still aren't 13 gym leaders in total.
