First get the machine part that was stolen from the power plant ( its in the cerulean city gym) then give the machine part to the guy near the generator in the power plant after that go to saffron city and find the copycat's house ( near the magnet train) and she will ask you to get her poke doll, go to vermillion city and go inside the Pokemon fan club in there a fat guy has a clefairy its a doll talk to the guy and you will get the doll. Finally give the doll to the copycat and she will give you the rail pass!:)
