Well, you have to trade it over from Soul Silver, since the one you get in Heart Gold is Latias, but if you talk to Copycat, then go to the man in the Pokemon fan club, he will give you Copycat's lost doll, and when you exit, Stephen Stone will be there and tells you about a Pokemon the flies long distances which is Latias/ Latios depending on the game.
