Feed a Feebas well made dry poffins (or dry and some other flavor, i.g. dry-sweet.) and max its beauty, then level it up by one. I highly recommend making poffins with friends or trading the Feebas to Pokemon Platinum and buying Dry poffins from the bottom first floor of the department store in Veilstone City and feeding it those.
