that's in heart gold. In soul silver you have to beat the elite for go to the Kanto region and in the city with the FIRST gym brock. There is a old guy on a hill and he will give you a rainbow feather that will let you go up in bell tower and catch ho-oh. SOUL SILVER RULEZ OVER HEART GOLD
after you are in kanto get the rainbow wing in pewer city the go to the bell tower
Tin Tower.

Same as Heart Gold.

That's where, they asked when. You must defeat the Elite-4 and go to Kanto. There's an old guy in Pewter city that will give you the item you need when you talk to him. Once you get it, you should be able to go back and catch Ho-Oh.
battle all 8 gym leaders in johto then professor elm well call you bla bla bla then 5 girls well battle you then after you battle them you will need to go to the bell tower and enter a door then when you find ho oh he will be on level 45
if you have soul silver you go beat red if you have heart gold you finish the gyms and go to new bark town and surf on the water there once you beat the elite four and champion
first beat the johto elite four than go to pewter city in kanto get the rainbow wing from an old man on a ledge. fly to ecruteak city than go up bell tower and ho-oh will be their
