Go to the powerplant and talk to the main guy who's freaking out then a police officer will talk to you about suspicious activity at the gym in cerulean city then go in there and a team rocket guy will be in there and when he leaves surf in the little square of water right in the middle of the gym and in there push a at every spot in the square and you will find the machine part.
