actually you have to go to the temperature building that you captured from team magma or team aqua and you have to talk to the scientist upstairs he will say there is a drought or a rainstorm in a certain route go to that route if its a rainstorm it will be on water find an unusual diving spot dive in it there will be a cave go in the cave and you will see Kyogre that you can battle if its a drought it will be on land walk around the land and eventually you will find a cave entrance that wasn't there before the drought happened go in the cave and you will see Groudon if you don't find the caves fast enough they will disappear but if you get in the cave in enough time it won't disappear if the drought or the rainstorm stops just go back to the scientist and he will tell you another route to go to the legendary Pokemon Kyogre and Groudon on Pokemon Emerald are extremely hard to capture.

Kyogre is the name of a Pokemon only available in the Pokemon Sapphire and Pokemon Emerald video games. Kyogre can be found in the Cave of Origin, near Sootopolis City, in Sapphire, and it appears in the Marine Cave in Emerald. The location of the Marine Cave changes periodically in the game.

You can't catch a Gardevoir in Pokemon Emerald. To obtain one you can catch a rare Ralts on Route 102 and evolve in into a Krilia, and then a Gardevoir.
You can catch it on Route 224, but you have to put Pokemon Emerald in your DS!
