after beating the elite 4, watch t.v. until it says "there is a big rainstorm on route .........". go to that route with a Pokemon who knows dive. you will find a place to dive. go down. it will say you are in the sea lair. in front of you will be kyogre. you have to go to the route quickly or else the sea lair will move to a different route. You can't catch a Gardevoir in Pokemon Emerald. To obtain one you can catch a rare Ralts on Route 102 and evolve in into a Krilia, and then a Gardevoir.
You can catch it on Route 224, but you have to put Pokemon Emerald in your DS!

After defeating the Elite Four and becoming champion, go to the Weather Institute and talk to one of the guys there. He will say there's a weather anomilie on a certain route. Go there and you will find groudon or kyogre. Catch it and then go back to the guy and he will talk about another route where you can catch the other pokemon.
