after beating the elite 4, watch t.v. until it says "there is a big rainstorm on route .........". go to that route with a Pokemon who knows dive. you will find a place to dive. go down. it will say you are in the sea lair. in front of you will be kyogre. you have to go to the route quickly or else the sea lair will move to a different route. Kyogre is the name of a Pokemon only available in the Pokemon Sapphire and Pokemon Emerald video games. Kyogre can be found in the Cave of Origin, near Sootopolis City, in Sapphire, and it appears in the Marine Cave in Emerald. The location of the Marine Cave changes periodically in the game.
You can't catch a Gardevoir in Pokemon Emerald. To obtain one you can catch a rare Ralts on Route 102 and evolve in into a Krilia, and then a Gardevoir.

You can catch it on Route 224, but you have to put Pokemon Emerald in your DS!
