You can't. You have to go to the weather institute on the left of Fortree city and go across the bridge. Go to the next floor and talk to the professor near the computer he will tell you about the rain in routes 1o5(kyogre) and route 125(Groudon) I forgot the route number for Groudon but i think its route 125, you'll have to go back to the weather institute and talk to the same person GOOD LUCK CATCHING THEM
When can you catch kyogre?
after beating the elite 4, watch t.v. until it says "there is a big rainstorm on route .........". go to that route with a Pokemon who knows dive. you will find a place to dive. go down. it will say you are in the sea lair. in front of you will be kyogre. you have to go to the route quickly or else the sea lair will move to a different route. Good Luck! p.s.: kyogre will be level 70
