you can't you get 1 when you complete your pokedex not all unless you have another game and you completed the pokedex then save before you get the Pokemon then once you get on you can trade it then do the same with the others.
and how r u going to do that? it saves right after u trade hav u ever traded before?

You have to capture the pokemon in order to complete it. When you show it to the Professor, he'll let you choose one of the Johto starters(Totadile, Cyndaquil, Chikorita). Blibbety: You dont have to capture them in order you just need Jirachi Deoxys and Chimecho because you need them to make it 202 not 200 :-0

There may be multiple reasons try doing this: Capture or own 100 Pokemon or more in silver version and make sure your game is saved in a Pokemon center it doesn't matter which one and make sure your transfer pak is securely in your n64 controller and your silver version is securely in the transfer pak return on Pokemon stadium 2 after reattaching the pak and your silver version and try taking the cyndaquil again you should be able to now.
