Firstly, I strongly recommend coming with some sort of a Grass type Pokemon. This way the Starmie won't annihilate your Pikachu. Secondly, level up your Pikachu to level 22 so it stands more of a chance. Thirdly, the walkthrough:
- With your new Grass type Pokemon in hand (about level 22-25 I hope) start your battle with Misty.
- Knock out Staryu with your Pikachu, and then fight to the death with Starmie. Though I highly doubt you will survive against the Starmie (with Misty's Super Potions and all), if you defeat it disregard the Grass type Pokemon (or keep it, whichever you wish).
- After your Pikachu most probably gets defeated by the Starmie, switch to your Grass type Pokemon and batter the Starmie with your best moves to defeat it.
- If you still can't defeat Misty with these tactics, just train your Pikachu and your Grass type Pokemon more.
