Yes, i beat misty w/ a lvl 31 charmander, all you need is an electric poke' mon , i have a pikahu (i got him in the viridian forest ). You have to go the house that had been robbed from by team rocket (the one with the police at the house). after you beat the team rocket guy he gives you dig. then give dig to your charmelon. keep using ember on the first poke' mon and keep using dig on the second one.
